Single-use declarations

Focused command: single-use · Fix: included in the fixing quality pass

Counts consumers in the configured analysis scope and handles types, interfaces, functions, and variables. The fixing run can inline declarations with exactly one in-scope consumer. Rewrites are syntax-checked before files are written; generated grouping comments and detached TSDoc are cleaned while declaration docs and meaningful inline comments are preserved.

Set singleUse.skippedDirectories to exempt component or shared-code folders without disabling other quality checks. --warn checks without edits. One consumer in the analysis scope does not prove a declaration is conceptually private; review API and framework conventions.

Before — a local value has exactly one consumer:
